Allow the ability for admins to set a default permission level that allows users to have read-only access to all links in the domain.

Yes! And read only permission should include viewing who created the link so that the users can discuss if needed. (ex: someone uses short.link/help but the help desk wants to use it - the Help desk folks should be able to see the link and who created it so they can reach out and discuss transferring the link).
